Our world is in a spiral of crises. While conventional threats, such as famine, drought, civil war and genocide, continue to loom over humanity in many parts of the world, the race to assume control of new phenomena that have the potential to change the world – such as novel communications and weapons technologies, artificial intelligence and cryptocurrencies – is also gaining pace and posing new threats to our collective wellbeing. Our current "rules-based international order", which was established in the aftermath of World War II to increase global cooperation, generate economic prosperity, prevent wars, and ensure stability, equality and justice is struggling to navigate these complex challenges and falling short of preventing violations of its founding principles. A state of irregularity, which benefits only a handful of powerful countries and interest groups while spelling catastrophe for the masses, is close to becoming the new normal of the global order. Therefore, it is now not a preference but an obligation to make comprehensive reforms to the system to prevent this scenario from becoming reality.

Artificial intelligence could represent the most substantial policy challenge ever faced by the UK and urgent action is needed to avoid falling behind rival powers such as the US, according to a report co-authored by Tony Blair and William Hague. The former prime minister and the former Conservative party leader, who co-wrote the foreword to the report, said society was about to be "radically reshaped" by the technology, resulting in a "fundamental change in how we plan for the future". The report warns that the state is poorly prepared for the changes that AI could unleash. "AI's unpredictable development, the rate of change and its ever increasing power means its arrival could present the most substantial policy challenge ever faced, for which the state's existing approaches and channels are poorly configured," says the report, titled A New National Purpose: AI promises a world-leading future of Britain. AI has shot up the political agenda in the UK and other countries after breakthroughs in generative AI, which can produce convincing text, images and even voice on command.

Elon Musk's brain chip firm Neuralink lines up clinical trials in humans

The billionaire entrepreneur Elon Musk's brain chip startup is preparing to launch clinical trials in humans. Musk, who co-founded Neuralink in 2016, has promised that the technology "will enable someone with paralysis to use a smartphone with their mind faster than someone using thumbs". The Silicon Valley company, which has already successfully implanted artificial intelligence microchips in the brains of a macaque monkey named Pager and a pig named Gertrude, is now recruiting for a "clinical trial director" to run tests of the technology in humans. "As the clinical trial director, you'll work closely with some of the most innovative doctors and top engineers, as well as working with Neuralink's first clinical trial participants," the advert for the role in Fremont, California, says. "You will lead and help build the team responsible for enabling Neuralink's clinical research activities and developing the regulatory interactions that come with a fast-paced and ever-evolving environment."

New artificial intelligence tool helps forecast Amazon deforestation

Nearly 10,000 square kilometers of the Brazilian Amazon, an area the size of Lebanon, is at high risk of being cleared, according to a new tool using artificial intelligence technology to help forecast deforestation before it actually happens. Named PrevisIA (from the Portuguese previsão for "forecast" and IA for "artificial intelligence"), the tool analyzes images provided by European Space Agency satellites, and through an algorithm created by the Brazilian conservation nonprofit Imazon, finds areas prone to deforestation. Imazon studies published in scientific journals show that 95% of accumulated deforestation in the Amazon is located within a 5.5-kilometer (3.4-mile) radius of roads; 90% of annual fires occur 4 km (2.5 mi) from illegal roads built in the middle of the forest for logging, mining and land grabbing. In 2006, the non-profit started to monitor satellite images manually to find these roads before the area around them was cleared of trees, but the laborious and time-consuming work prevented it from scaling up -- a problem that the new technology aims to solve. The tool mapped so far the Brazilian Amazon, but could potentially be expanded to any forested area on Earth, the developers say.
